If one is referring to the configuration screen titled "TLS Peers", then the only reason to use it is to activate a permission. If one is referring to the connection of two sipXecs systems via TLS peering, then it can be useful to do that without attaching a permission to incoming calls. But that latter operation is entirely independent of the screen titled "TLS Peers". (And thus, the Summary line of XX-8354 is ambiguous, but it's not worth my time to fix that.)
