You want the centos stable unless there is a feature in the testing/development version you are trying to test.
to install you do yum install sipxecs then you need to run the setup scripts, and make sure you have a handle on dns. The wiki has a good example for all of this. I will recommend if ou are not fluent in linux or dns to just use the ISO version which has centos 5.5 and will assume dns for the server.
