I'm not sure if I would agree with this conclusion.   A page is a broadcast
that is intended to blast out over a wide area a message, which might be
"Bob call Operator" or "FIRE - Exit the building immediately".  There is no
guarantee anyone is listening, yet you make a best effort to get the message
out.  I see no practical purpose in make a statement back to the person
paging that nobody is listening - and how would you know - if unoccupied
phones are in an area where people could still hear the message, etc.   I
would vote against this change personally.
