Let me setup a git repo to assemble the master copies of sipxecs i18n
content that I know.  I'm fairly sure that if we bundle this properly,
they will override whatever is in a running 4.4 system today and leave
the resources defunct.

Advantage of a separate repo are:
- we can provide commit access to all i18n contributors with giving
source code commit access
- improvements won't have to strictly happen in the sipXecs release cycle.
- single location for all of a locales, across all sipXecs products
organized by language
- share common packaging scripts so we can stop the tarball madness

FYI: We originally tried bundling i18n files with each product, but
voice prompts where so huge that it became unmanageable for average
developer just trying build the code.  In addition, having
instructions for localizers to go to 20 different places doesn't do
anyone any favors.

Then for 4.6 release we can safely remove i18n content from sipXecs
git repo so there is a single master copy.
