This error message is thrown by sipXcofnig when an IO Exception occurs
during a particular ftp operation
on the FTP server: make directory, copy files on the ftp etc...

I looked at the code and according to it, it should be logged in
sipXconfig.log.
Please attach sipxconfig.log to have a look
Anyway I suspect that there is a problem in the way your ftp server is set
up.
