TLS is intentionally disabled due to a bug in SipUserAgent mistakenly
sending the TLS port as the contact for a dialog established over UDP.
Until the bug is cleared, we can re-enable TLS in RLS. The jira ticket
is currently not handy to me. Perhaps another developer can point where
it is in the tracker.
