-1   .  Who would ever turn this on?  It's annoying at best, dangerous at worst.

Folks should keep in mind, we do not have the ability to tell if a
template changed.  Whether it be on minor updates, major updates and
even immediate changes you can make in admin ui (phone groups, system
vm ext.).  It would be great if we did, then this feature would make
more sense, but we cannot.  So question is really "Anyone actually
want their phones to restart due to unrelated consequences?"
