I'm trying to think of something to help you but...

INVITE without SDP makes sense mid-call, updating uri's, etc. If the INVITE
is headed for the system, to initiate a call, it should have an SDP offer
in the header. It would, I suppose, be valid if you are using 3pcc or some
sort of call controller to send to the system. to initiate a call, but this
would not be sent to sipxbridge.  If that is the case, you should be using
a REST API method.

What are you trying to accomplish by sending an invite without SDP?
Establish a call or sending the invite as part of a controller for 3pcc?
Can you explain what your use case is?
