Makes total sense if it ends on PRACK or ACK, since that would be up to the capabilities of the UA, which sipxbridge probably wont help with. At the same time, it would be important to make sure MOH didn't cause issues in the CONF.
Before this you are connecting to the foreign systems as unmanaged gateways in sipx or a direct siptrunk without sipxbridge?
