the call is not being put on hold or transfer, so it should just ring. Most ITSP's have a 60 second timeout where they consider the call unanswered and will disconnect the call. This does vary by provider though.
You need to call the forward target first and "time" how long it rings before going to voicemail, etc., and plan your call forwarding accroding to what you want to happen.
