Call forwarding after 20 secs either to IVR or to other user is not forward if person dial the DID number and lands of the user phone...Can you please check in your setup using Voip.ms and let me know the update

You need to call the forward target first and "time" how long it rings before going to voicemail, etc., and plan your call forwarding accroding to what you want to happen.
