Please check the steps we followed to set up HA:
1.Installed sipxecs-4.6 from scratch
2.configured the primary server
3.Followed the same steps to install secondary server and configured as additional server
4.Under System - DNS - Set Primary DNS Server = 176.25.3.1
5. In the primary server under Server - > Coreservices -> Enabled Distributed Database Arbiter for primary only
SNMP - Enabled for all
Log watcher - Enabled for all
DHCP - Enabled only for primary server
SMTP -  Enabled for all
Firewall - Not enabled
DNS - Enabled for both the servers
Event Notifier - Enabled for both the servers
Distributed Database - Enabled for both the servers
Encrypted Communication - Not enabled
6.Under Telephony Services:
Authorization code  - Enabled for both the servers
Media Services - Enabled for both the servers
Conference Recording - Enabled for both the servers
Voicemail - Enabled for primary server
SAA/BLA - Not enabled
MOH - Enabled for both the servers
Call Park - Enabled for both the servers
SIP Trunking - Enabled for both the server
SIP Registrar - Enabled for both the server
RLS - Enabled for both the server
CDRs - Enabled for both the server
Media Relay - Enabled for all
Auto Attendant - Enabled for both the server
Intercom - all
MWI - Enabled for both the server
Paging groups - Enabled for both the server
SIP Proxy - Enabled for both the server
REST API - Enabled for both the server
Conferencing - Enabled for both the server
7.Under Instant Messaging
IM- XMPP - Enabled for both the server
IMBot - Enabled for both the server

Both the servers are configured. When master is down, the calls are not going .
