Please review http://track.sipfoundry.org/browse/XX-10246 for patches to conference system. These patches allow an administrator to enable/disable 16 kHz conference bridging on a per conference basis. This patch also allows the administrator to play a message to conference members awaiting moderator arrival instead of just hearing music and entry/exit tones.
