Hover crafting is overrated. It went out with Windows 95...

I jest but have similar issues with other php applications. In the end I
used themes that didn't have drop downs/hover in lieu of plain text.

Perhaps a horizontal menu via CSS when you click the main top menu item? Or
only when certain user agents are using it? I think some CSS stuff for
making mobile friendly and keeping it the same-ish is better for the user
experience.
