Is this the first time when you are playing with SAA/BLA feature in 4.6? I
mean - this used to work for you and suddenly after upgrade you experience
this behavior?
Is Saa/Bla service running on primary, or secondary node? Please check
appearance-groups.xml replication on the node you have saa/bla running,
also please attach sipxsaa.log from /var/log/sipxpbx in debug mode.

One thing you can try is to send  profiles on all phones that have the
shared line before testing saa/bla
