It could be either a phone or a gateway issue...
I assume you're using the PBX to configure the phone. To me it sounds like a gateway issue... I don't know anything about those gateways but if it has a sip log check it out. I can make outgoing calls to the PSTN just fine, however when I'm trying to receive an incoming call the auto attendant picks up, directs my call as it should, the local extension rings but I get no audio.
