I tried to add "+" as the prefix, it now shows up in the CDR as
%2B1(10digit) number when I dial, so the calls fail but at least get
through the dialing plan and show up in the CDR.

Starting to hate Bandtel.

No, there's nothing wrong with them - the leading '+' is usually
interpreted to mean that the digits are a fully qualified E.164 number.

The dial plan code in the router can handle those just fine, but I don't
know if you can get them in through the gui - try adding an optional '+'
as the prefix digit....
