Processor and memory... go a little overkill (too much is never enough).
Hardware is relatively cheap.  

Quantity 2  -

        Dual Quad Core, 2.6 GHz or 3 GHz.

        16 GB of RAM or more.

These can be had without storage from Dell (PowerEdge 1950's, dual quad
2.6's) for $3K or less.

Voicemail, 1 MB per minute.  Voicemail is currently only stored on one
of the servers so one will need more drive space.   10K users x 20 mins
of VM each = roughly 200 GB.  So, for safety, get about 400 GB of RAID 5
storage.
