The only way to ring a phone busy that I know of is to have a unique line on it, limit the number of concurrent calls on the phone to 1 (if the phone supports that, as in no call waiting), and disable voicemail.

I have plugged an analog phone in parallel with this so that people can answer a second call to stop the ringer in the case they are on another call.
