Take a look at etc/sipxpbx/mediaserver-config for:

mediaserver.rtp.codecs                  VXIString       EG711U EG711A pcmu pcma 
telephone-event

that line might have been different in 3.8 and could be the source of
your problem, but if it is you've probably got worse problems...

What do you mean by "complete removal of 3.11"  - removing an rpm does
not normally remove the configuration files - if you've got config files
that were touched by 3.11 and you're trying to run 3.8 with them you're
in for a lot of debugging.  Probably easier to wipe the machine to bare
metal and start over.
