I’m not sure what kind of phones you are using, but if you are using 
hard-phones, what if you were to program a speed dial button on each user’s 
phone for the operator.  This could then be a different extension for each 
group of users.

 

In the upcoming version 4.0 you might be able to define different locations for 
each group of users and then have a custom dial plan entry that would forward 
to the appropriate operator.

 

Another option might be to have a single entry that is not an operator but an 
Auto Attendant…  “You’ve reached the Operator, dial 1 for group 1, dial 2, for 
group 2, etc.”.

Scott is right, there is no way to do that now, but there would be a way to do 
that with a personal AA for outside calls coming in I think, just not at a user 
level where each user can dial "0" to achieve this same effect.

No - there's no way to do that now.
