I don't think there's any way you're going to get it to work that way, because the phones need to do MOH for the other gateways. What's the problem with telling the Ingate not to do MOH and telling the phones to do it for everything? If so, that's broken. Please send a trace with the Ingate told NOT to do MOH and the phone attempting to do it.
