Looks like you upgraded from 3.10 to 3.11 which I don't think it works.
And before, the problem was, as you guessed it, because you didn't have 
DNS server set up correctly:
 From the error it looks like voip.wri-irg.org resolves to 87.106.67.108.
You can register phones with the IP address, but you should have the IP 
as alias. But it's best you have a DNS Server set up.
