It's very possible something is broken in 3.11.9, there are daily changes in 
that version right now.

Have you changed the internal extension length from 3 to another length? Have 
you verified everything is running?

service sipxpbx status

Can you call "101" and login to check voicemail? If so, can you login to your 
box and send a message and send it to your own box?

Are you saying that internal calls are not being referred to voicemail? If so, 
what kind of phones are you using? Transfers to sipxecs voicemail are 
transferred via REFER . It would be nice to know if your phone supports REFER 
properly.

You might also consider updating to the most recent DEV version via yum in the 
event something has been checked in that might resolve this, or installing 
3.10.2 from the ISO and trying the stable version instead. Some people say 
3.11.9 is "pretty stable" right now, I would inch away from using it in a 
production environment unless it had a feature you could just not wait for and 
go for the stable version.

calls work fine, so that is not the problem.

The user has voicemail enabled, and the dialplan is also enabled.

Maybe some things are broken in my development version (3.11.9).
