I know of a number of problems with the Polycom generated config files in sipXecs 3.10.1 and 3.10.2. You should upgrade to sipXecs 3.10.3, which fully supports Polycom SIP Application 3.1.1. Polycom SIP Application 3.1.2 won't be supported until sipXecs 4.0.
