Ah... that is the URL of a configuration file (a script really, if I
remember correctly) that configures your broswer.  It won't work for
wget.  You need to get that file and figure out (or ask your admin for)
the actual proxy url.  I suspect that if you just fetch that file and
dump it you'll be able to see it.
