It is not currently scheduled for sipX development. Of course, you are free to make a feature request, and then get other people to "vote" for the feature request. (There is a "Vote for this issue" link in the left-hand column "Operations" section of the issue tracker.) That would encourage the project to add CC (call completion) to the development roadmap. Reports that I have seen are that the desire for CC varies significantly from region to region. For example, North America seems to have a low use of CC, but in Germany it is quite popular. There are suggestions that the use of CC varies depending on the cultural acceptability of voicemail for various purposes. Technically, implementing CC in an efficient way requires adding a certain amount of logic to both the caller's and callee's endpoints. This logic can be supplied by a "server" added to the endpoints' PBXs. But constructing a good design for CC is not trivial, especially because we want it to work across the wider Internet (when one PBX is SIP-trunked to another PBX), and to interoperate with the PSTN CC feature.
