I don't know as the upgrade procedure from 3.10.x to 3.11.x has been tested yet... they don't usually worry about that too much until towards the end of development I think.
A clean install of 3.11.x from the ISO is usually the best way to go. Even YUM updating between development builds doesn't always go as planned.
