Your DHCP problem is probably a missing dhcpd.conf. Last I knew with 3.11 the DHCP and DNS aren't setup properly on install.

I was unable to restart it manually or with a reboot. I did find the following comment in Issues Navigator - "Enabling the DNS,DHCP and NTP in installation wizard results in incorrect config.defs file." This might be the cause of it but I am unsure.
