I would say that happily - sadly, users will do it. :-(

Don't do forwarding on the phone -- configure sipX to do it.

It sounds like phone 300 has permission to call the outside number but
the calling phone in your test call does not.  (In version 4.0:)  If you
had sipX do the forwarding, the call would be authorized based on the
identity that configured the forwarding (300) rather than the original
caller.
