I have a commercial account at dnsstuff.com and did ALL and it found nothing.

When I do a dig internally all I get is:

; <<>> DiG 9.3.4-P1 <<>> ot.bandwidth.com
;; global options: printcmd

I just supposed I would see an A record with an IP address and I don't.

Did you try to do a dig on it?

It resolves to a DNS SRV record.

Try dig ot.bandwidth.com

You cannot tell apriori. Inbound requests to sipx originate from one
of at least two servers as far as I can tell.
