Actually, you might be able to do this in the phone configuration if you are 
using Polycoms...  Go into the line in the phone configuration and then select 
Call Diversion.

But I'd like Voicemail on "no answer". I don't want voicemail "on busy". The
only solution is forwarding to a autoattendant with a preregistered busy
message. It's not very good because the PSTN line is answered but this is
the only way I found. Maybe a second solution is forwarding to a "dummy"
extension for which voicemail has been disabled. In this second case I have
to dedicate a user

If you disable voicemail for a particular extension, then you will get
the busy signal.
