Ah, I misunderstood... you just want it rejected. Leave voicemail off for that line and only allow one call per line key.

It's not very good because the PSTN line is answered but this is the only way I found. Maybe a second solution is forwarding to a "dummy" extension for which voicemail has been disabled.
