I have sipX systems in many schools. I recommend a separate paging system that can be tied to the PBX. Most paging systems have some sort of FXO / FXS port on them. You can interface with Valcom or any other system that is setup similarly by using a gateway. With an FXO port it is a simple matter of setting up a special gateway in a dial plan.
Valcom (as others have stated) is very good to work with. They have a nice paging / bell / clock system that we have implemented in a High School with very good results.
