Yes Scott, the phone itself can call the same number I'm forwarding to with no problems, but when a call comes into that same phone it doesn't forward. It just rings through to voice mail.

You should be able to forward a user to any number that same user can call from an internal phone. Have you verified that if you set up a phone as that user that you can successfully dial the number you want to forward to?
