Yes Scott, the phone itself can call the same number I'm forwarding to with no 
problems, but when a call comes into that same phone it doesn't forward. It 
just rings through to voice mail.

You should be able to forward a user to any number that same user can
call from an internal phone.  Have you verified that if you set up a
phone as that user that you can successfully dial the number you want to
forward to?

The user doing the forwarding does need to have permission to make the
external call.
