You need to find out from your ITSP what they expect to see from you in an outgoing call (number format), ITSP templates are not one size fits all. You also need to make sure you know what they are sending you for an inbound call (number format).
Since your ITSP is not on the template list, guessing will never work well. Can you receive any incoming calls?
