and I think there are multiple workarounds.

1. Use ONE ITSP.
2. Bring up a sipx system in each city with their own ITSP and trunks.  If
this a need for one city, bring up a local HA system with trrunking on each
and unique dialplans for outbound as make sense.

Ask for an enhancement and clearly draw your business case out for why it
needs to work a different way with multiple ITSP's on the same box instead
of in HA mode.
