The SIP standard requires that the recipient send at least a '100' response withing 100ms of receiving an INVITE - softphones (especially on Windows) sometimes fail to do so. This can cause the sipXproxy to resend the INVITE fairly quickly (our retransmission timer is pretty short so that failover in an HA configuration works promptly).
