What is extremely strange about this message is that the original
request-URI was to ext. 1500 (as attested by the To header) but the
current request-URI is ext. 1000.  Please check to see if there is any
forwarding going on between the two phones.  Also, look at the
registrations listing in the Web pages (Diagnostics -> Registrations) to
see that phone 1500 is registering a URI with user-part 1500 rather than
user-part 1000 (which would be incorrect).
