Sorry i mean more along the lines. 1. User calls DiD. 2. Voip server gets incoming caller ID and terminates incoming call so it is not answered. 3. Voip Server calls user back. 4. User enters destination number. 5. Voip server also calls destination number and connects the calls.
This would all be done over SIP trunks as 2 calls over SIP are cheaper than a single local call.
