All I have is "Extension NNN will ring first." I remember seeing
of this feature in the upcoming 4.1.x release but not 4.0.4 - is there
something in the backend that can be changed, even at a global level for
all extensions?

On earlier releases there is a system-wide timer under:
System / Servers / SIP Proxy
Default serial fork expiration = 20 seconds
