Yes, it can be changed globally.
* Menu System > Servers
* Select a server running the proxy
* Select 'SIP Proxy'
* Set the 'Default Serial Fork Expiration'
Save that change - you'll need to restart the proxy to make it take
effect (restarting the proxy can disrupt some calls, so do this off
hours).
