Ok, re-read the post. Permissions and dialplan on sipx (the proxy is sipx).
That looks like a cisco phone dialpan.

If the phone can call the AA and other internal phones, the question you
need to ask yourself is:

Is the call being stopped at the sipx system or the gateway (audiocodes)?
