How are you calling to the hunt group? DID mapped to phantom user with call fwd or from AA?
Is the fallback a user line or a dump into voicemail? Indpendent of gateway, I've always found hunt groups should always be unique line numbers (unless its a small install, you can put the same huntgroup only line on up to 6 polycoms as an example).
