Essentially sipX is sending the NOTIFY(?) to the mediant gateway based
on the dial plan and technically, other than the configuration aspect,
the Mediant is the same thing as an unmananged SIP gateway in all but
name, so assuming the other IP PBX is properly routed to the sipX
installation and that you're not using any kind of SBC that would get in
the way of things I don't think it would be a problem to use an IP PBX
such as a CCME provided the CCME accepts NOTIFY from another SIP server
and lights up the MWI lamp on whatever phone is registered to it.

Can someone else comment on this logic and assure me I'm not totally
bonkers?
