You only use that IF you have an exterbal sbc you want uri dialing to go through. It would break being able to reliably call remote users in 4.0.4.
Internet calling "WORKS_WITHOUT_IT" being checked in 4.0.4 using sipxbridge. In 4.20 it was made to not be able to check it unless an external SBC was used "BECAUSE_IT_WILL_BREAK" things otherwise.
