As a general rule, Linux will allocate *all* of memory. Among other uses, it retains in memory copies of recently accessed disk blocks. So the fact that the "free memory" number is near zero is not important. The critical question is whether the paging rate is greater than 0. If paging is happening, the system performance is seriously degraded.
