Yes, if you starting swapping out RAM or have prolonged periods of CPU usage it would be cause for concern.
What you are seeing is classified as "normal". A long, long time ago, on a sipx version far removed from here... I learned WAY more than I cared to about the way Java allocates memory. So much so, the MRTG graphs were changed to stop showing it, because it unnecessarily sent my spidey senses tingling. The fact that RAM usage is high is no cause for concern, unless you like losing sleep needlessly.
