Yup, Citrix has a 10 guest free starter system. And vmware has various products which might suit your needs, all free to start. You can set up a container on your laptop on you could turn a spare machine into a vmware server and just build your guests (servers) on that.
I think you mentioned that virtualizing your setup was a temporarily development solution. It would not do well for voip services but almost anything other than voip would work well so if you wanted to build an appliance that would simply tie into sipx, that everyone could just download, help you with, etc, that would be a much better solution than modifying sipx. Again, depends on community help agreeing that it should be separate or integrated.
