Don't want to muddy the water here... I don't find any issue running bootrom 4.2.x with 3.1.3RevC. If you are running 4.1 or later firmware you should have no problem running 3.1.3 though.
I think the polycom apps requires fw 3.0 or above. So whatever you are on is likely ok if that is the case.
