Don't want to muddy the water here... I don't find any issue running bootrom
4.2.x with 3.1.3RevC. If you are running 4.1 or later firmware you should
have no problem running 3.1.3 though.

I think the polycom apps requires fw 3.0 or above. So whatever you are on is
likely ok if that is the case.

You have to buy a 12 dollar license for the phone and activate the license
(upload to sipx) and functions in sipx before sending the profile to the
phone though before you can use the usb stick.

every settings should be available to you.  that is a (sometimes
debated) beauty of the phone configuration system.

the current recommended firmware AFAIK is
  3.1.3c split
  4.1.4 bootrom
